ABOUT US

The TecSEDU Laboratory – Emerging Technologies, Society, Ethics, and Human Rights – was established in 2025 through a strong interdisciplinary collaboration among researchers from three Departments of the University of Milano-Bicocca. The critical discussion of the legal implications arising from the use of new technologies – particularly neurotechnologies – led by Marta Maria Sosa Navarro and Carla Maria Gulotta from the Department of Business and Economic Law (Di.SEA.DE) was complemented by Silvia Salardi, Francesco Stocchi, and Douglas Luis Binda Filho from the Department of Law, bringing their extensive legal expertise. Francesca Gasparini and Aurora Saibene from the Department of Computer Science, Systems, and Communication (DISCo) concurrently joined the team, contributing their technical perspective as experts in wearable and computing technologies.

Silvia Salardi

Silvia Salardi

Associate Professor, founding member of TecSEDU
Graduated with honors in Law from the University of Insubria, Como. She earned a PhD in Philosophy of Law at the University of Milan. She is currently an Associate Professor of Philosophy of Law and Bioethics at the School of Law, University of Milano-Bicocca. She serves as the academic coordinator of several Erasmus+ projects. Her research interests range from analytic-linguistic philosophy of law to traditional and frontier issues in Bioethics and Biolaw.
Carla Gulotta

Carla Gulotta

Associate Professor, founding member of TecSEDU
Graduated in Law from the University of Milan, she earned a PhD in International Law at Sapienza University of Rome. She is currently an Associate Professor of EU and International Commercial Law at the University of Milano-Bicocca, where she coordinates the International Law and Compliance Module in the Executive Master in Research Infrastructure Management (EMMRI). She is the founder and Co-Director of the Master in Sustainability in Law, Finance, and Management at the same university. Her main research interests focus on corporate social responsibility, international commercial law, and human rights challenges posed by emerging technologies. She is currently a voting member of the IEEE working group drafting Standard P7700 on the social and ethical aspects of neurotechnologies.
Francesca Gasparini

Francesca Gasparini

Associate Professor, founding member of TecSEDU
Graduated in Nuclear Engineering from the Politecnico di Milano, she earned a PhD in Science and Technology in Nuclear Power Plants at the same institution. She is currently an Associate Professor at the Department of Computer Science, Systems, and Communication at the University of Milano-Bicocca. She serves as the scientific coordinator of the MultiMedia Signal Processing (MMSP) laboratory. She is a member of the scientific committee of the Milan Center for Neuroscience - NeuroMI and the scientific coordinator of the research area in Computational and Systems Neuroscience. She is also affiliated with the Bicocca Research Centre in Health Services (BReCHS). Her research interests range from the processing, analysis, and understanding of multimedia signals to applications of artificial intelligence for well-being, affective computing, and brain-computer interfaces.
Marta Sosa Navarro

Marta Sosa Navarro

Assistant Professor, founding member of TecSEDU
Graduated in Law from the Complutense University of Madrid, she obtained her PhD in International Law from Carlos III University of Madrid. She is currently an Assistant Professor in EU and International Commercial Law at the University of Milano-Bicocca. Her research focuses on international human rights law, EU law, and emerging regulatory frameworks addressing the legal and ethical challenges posed by new technologies, particularly neurotechnologies. She collaborates on the EU-funded PRIVATDES project on mental privacy and brain data protection and is affiliated with the Minding Rights Research Network. Additionally, she coordinates a sub-group within the IEEE working group drafting Standard P7700 on the social and ethical aspects of neurotechnologies.
Aurora Saibene

Aurora Saibene

Postdoctoral Researcher, founding member of TecSEDU
Graduated in Computer Science at the University of Milano-Bicocca, she earned her PhD in Computer Science from the same university. She is currently a postdoctoral researcher in Computer Science at the Department of Computer Science, Systems and Communication of the University of Milano-Bicocca, where she works on computational methods for human–machine interaction. Her main research interests include Neuroinformatics, Neuroimaging data analysis, and physiological signal processing. She is affiliated with the Milan Center for Neuroscience - NeuroMI and the Bicocca Research Centre in Health Services - BReCHS, and is an active member of the MultiMedia Signal Processing (MMSP) laboratory.
Francesco Stocchi

Francesco Stocchi

Postdoctoral Researcher, founding member of TecSEDU
Graduated in Law at the University of Milano-Bicocca, he earned his PhD with honors in Legal Sciences from the same university. He is currently a postdoctoral researcher in Philosophy of Law and Bioethics at the University of Milano-Bicocca. His main research interests include Philosophy of Law, Neuroethics, Forensic Neuroscience, Neurotechnologies, and frontier issues in Bioethics.
Douglas Luis Binda Filho

Douglas Luis Binda Filho

PhD student, founding member of TecSEDU
Graduated in Law from the Federal University of Espírito Santo (Brazil), with a specialization in International Law, and licensed to practice law in Brazil. He is currently a PhD student in Legal Sciences at the University of Milano-Bicocca, conducting research on the ethical and legal challenges of mobile health technologies. He is also interested in both traditional and frontier issues in Bioethics and Biolaw.

OUR MISSION

The TecSEDU laboratory promotes reflection on emerging technologies not only from a technical perspective but also by offering ethical and legal insights through scientific collaboration among researchers, professionals, and experts from diverse disciplines. It fosters collaboration with research institutions and stakeholders for research activities, organizes training and educational initiatives related to emerging technologies in technological, ethical, and human rights terms, disseminates research results, and hosts meetings, workshops, and conferences.

OUR OBJECTIVIES

The TecSEDU group aims to foster an interdisciplinary dialogue that brings together diverse knowledge and perspectives within a shared space for discussion and collaboration. Its goal is to contribute to the creation of technologies that promote human well-being, respect fundamental rights, and align with societal values. Through an interdisciplinary laboratory, the group develops innovative research methodologies capable of reflecting the complexity of the contemporary world and the ever-evolving role of technology in social life. At the same time, TecSEDU promotes international cooperation, participating in the definition of global frameworks for responsible research and innovation. The group is also committed to engaging society through open dialogue, awareness-raising, and education, with the aim of making citizens more informed about the opportunities and challenges associated with emerging neurotechnologies.

THE INVOLVED DEPARTMENTS

The TecSEDU working group was born from the interdisciplinary collaboration of three departments at the University of Milano-Bicocca: Department of Computer Science, Systems and Communication – Department of Law – Department of Business and Economics.
